Walter was born February 19, 1960, in Electra, Texas, to Jerry Lee Dugan and Bobbie Jean (Cox) Saucier. He married, Patricia (Withey) Dugan, his childhood sweetheart and the love of his life, December 8, 1990; they were happily married for 32 years. Walter loved the lake and was a fisherman his entire life. When he retired as a painter, he spent most of his time outdoors, either on the water or camping. Walter also loved music and taking long drives while sightseeing in the countryside; his family remembers him as driving for hours without getting weary. Those left to cherish his memory are his wife Patricia Kay Dugan; son Jimmy Lee Isaacs and wife Ashton Swaim; daughters Stacy Michelle Rowan and husband Grayson, and Kristie Kay Isaacs; sisters Mary Ann Dugan and Brenda Jean Caraway and husband Doc; grandchildren Whitney Green and husband Caelan, Jacoby, Jarrett, Jake, and Blaine Isaacs, Jace, Bryson, and Miley Rowan, Emalie, Carlie, Chelsie, and Jacob Johnson, Jimmie Anderson, and Lillie Bartee, great-grandson James Johnson; former daughter-in-law Lacy Jackson; family friends Cody Deaton and Curtis Plumley; and a host of family and friends.
Walter is preceded in death by his parents; brothers Jerry Glen and Ronnie Lee Dugan; and numerous aunts, uncles, and cousins.
